Mike Brady 2cded85dd4 1. Fix sendto calls to use the exactly correct length for message destinations. OS X objects to incorrect lengths, though Linux is silent on it. 
2. Use getaddrinfo to make up correctly-formed destination sockets.
3. bind_port is now a steaming mass of crap.

conditional wait code was redundant since a contributed change that
plays silence if nothing is in the buffer. that also broke the buffer
fill estimator reset pathway.
